Why not just pour concrete

Base preparation. Four to six inches of properly compacted aggregate, correct bedding sand, and real edge restraint. Decks that ripple and settle after two summers were almost always installed on inadequate base by someone bidding to a number.
Drainage is the other half. A pool deck that pitches toward the house instead of away from it will move water into the foundation every monsoon, and no material choice fixes that.
