North Scottsdale (85255 and 85262) is home to the most stringent design-review process in metro Phoenix. Communities like Silverleaf, DC Ranch, Desert Mountain, Troon Country Club, Desert Highlands, Estancia, and Whisper Rock all operate under detailed CC&Rs and architectural review committees, layered on top of the City of Scottsdale's Environmentally Sensitive Lands Ordinance (ESLO), Hillside Overlay, and Natural Area Open Space (NAOS) requirements.
